The General Procurement team works hand in hand with user departments to find the right suppliers to support all facets of our business, from the performing arts venues to museums, the commercial function to facilities management across the district.
Our team looks after the source-to-contract for all general goods and services and facilitate artistic divisions to engage specialised suppliers for some of the most interesting artistic projects of WKCDA.
We give guidance to users on defining the sourcing strategy, setting the right requirements, and following the appropriate processes.
Reporting to General Manager, General Procurement and Administration, you oversee procurement activities and lead a team to deliver procurement projects in the assigned spend categories.
You will be responsible for :
developing category plans, identifying business requirements, designing appropriate procurement methods through to contracts execution in the best overall interest of the Authority;
managing procurement activities to ensure that the Authority’s procurement policy and procedures are implemented and adhered to;
hands-on execution of the source-to-contract process for complex procurement projects;
delivering cross-functional strategic procurement initiatives to drive supplier consolidation and spend efficiency;
coaching and leading a team of buyers to provide professional advice to stakeholders on procurement strategy and sourcing execution to achieve business goals and objectives;
reviewing, formulating and implementing internal control, documentation, reporting, ERP System and supplier management systems to maintain procurement process integrity and compliance;
streamlining and enhancing procurement operating practices and providing training to stakeholders on procurement process and best practices.

To get the job, you need to have:
a recognised university degree in purchasing and supply chain management / quantity surveying / business management or equivalent;
around 10 years of experience in procurement, preferably 5 years at supervisory capacity gained from sizable organisations (experience in public organisations or in the arts-and-cultural industry would be an advantage);
possess high level of experience and proficiency using procurement systems e.g. SAP Ariba, Oracle etc.;
preferably with a professional membership of relevant institution; and
roficiency in written and spoken English and Chinese.
